It's certainly legal in the UK. British law has almost no interest in who has sex with whom, provided the parties are of age and are not closely related.
Since there are about 50 souvereign nations in Europa, all of which have completely independent laws, this question is impossible to easily answer, except if you do a search of each individual nations laws.
In general though, only consensual seks acts will be legal in most european countries and since wife swapping does not sound like consensual, I would say that in most places it is not.
If you meant to ask whether swinging is legal, then I assume it is legal in most European countries.
Also adultery is probably legal in most european countries, though chances are higher that you will find a country where it is not legal.
